Copying Singapore’s education: are Americans foolish too?

Singapore Educational Consultants Factory1 230x300 Copying Singapores education: are Americans foolish too?I have written a few posts warning my friends and readers in the countries around Singapore, like Indonesia and Thailand, not to blindly ape Singapore’s much vaunted education system. I have warned about looking at Singapore with rose-tinted glasses. I have argued that Singapore does not have an education system. What Singapore possess is a huge test prep system. Everything that is done in the test prep centers (they call them “schools” in Singapore) is geared towards preparing students to pass those high stakes examinations. I have also written about how foreign observers are eager to praise and copy the Singapore system. Even Barack Obama has mentioned how “well” Singapore’s “education” system is during his campaign trail.

Some readers may argue that there are schools that are skipping traditional examinations like the GCE O levels but they forget these are only for the elite top schools in Singapore. Why is this not the norm in Singapore? I have argued passionately that the examinations system is out of date and is one factor for the disconnect that affects many teenagers in schools in Singapore.

Yet, the Singapore system is being imitated by schools in the Southeast Asian region in countries like Indonesia and Vietnam, and even as far away as China. Today, we see this trend being followed eagerly by Obama‘s Secretary of Education, Arne Duncan. To quote Gerald Bracey:

Secretary of Education Arne Duncan wants a longer school day, a longer school week, and a longer school year and national subject standards, which will inevitably lead to one national test. Duncan wants to institute merit pay, which is a euphemism for paying teachers to produce higher test scores. Such merit pay, combined with national academic standards and one national test, will inevitably continue to transform our public schools into test prep factories. Thus, more and more of the same old industrialist factory model of education. All we need to do to improve schools, says Duncan, is intensify the command-and-control model of education.

Do all these sound familiar to Singaporeans out there? Is it a surprise that Arne Duncan wants something akin to what Singapore has now? TIMSS has caused American bureaucrats and politicians to panic. They fear that the dragons of the East will leave America in the dust with the dragons’ consistent high rankings in TIMSS. But they forget that it is precisely America’s lack of centralized control that has allowed it to produce the world’s most creative talents in all fields that has powered America’s ascendancy in the world today.

Yet, even in Singapore, the Ministry of Education (MOE) is trying, probably reluctantly, to move away from the traditional examinations mode because it recognizes at least officially, that there is a need to change the schooling experience to reflect the 21st century needs. But the change is only for the elite schools. But as Bracey puts it:

“Shouldn’t every child have an education like the President’s daughters?”

Bracey was of course commenting on Arne Duncan’s reforms. He was highlighting a clear contradiction between what the Obama Administration intends for education for the rest of America, and what the President’s daughter receives. In Singapore, what the “elite” receives, is different from that of the lesser mortals too. The elite in Singapore, like Obama’s daughters, will get schools that are not factory-like in nature, boasting of enlightened approaches to education. The rest of America, like the rest of Singapore, will get the rags and the factory assembly line which is indicative of where the powers-that-be think such students should be heading for.

Teach less, learn more: more is needed

Look at the tables from the Ministry of Education (MOE) of Singapore’s website on Teach Less, Learn More (TLLM) initiative. I almost wanted to rejoin the teaching service when I saw it. The MOE is going to de-emphasize drill and practice, “one-size-fits-all” instruction, grades, tests, and so on. All the things that I believe in.

But wait a minute. Why didn’t they tell us how they hope to achieve this? It is all fine to have all these goals scribed on a (virtual) wall. But how does the MOE hope to achieve this?

I can’t help a reluctance on the part of MOE to move away from the high stakes examinations that has been a permanent feature of the education system in Singapore. The success of students from Singapore in such examinations has been the benchmark used by MOE to laud itself all these years. They have even gone into examinations in a big way by setting up their own Singapore Examinations and Assessment Board (SEAB) to promote Singapore’s examination-linked brand. The iPSLE is now being sold to neighboring countries.

Will teachers bite into this new initiative? A lot will depend again on MOE. It is not enough to say it wants all these wonderful learning and teaching goals but if it still has the high stakes examinations and the related school ranking system. No teacher who wants to continue in the Singapore education service will change from what he has been essentially doing, which is, to teach to the examinations. Teaching to the examinations of course means all those things that MOE wants less of under its TLLM initiative. Teachers will continue to cover the syllabus, push for drill and practice and rote-learning, continue to teach set formulae and expect standard answers. Their teaching mode will continue to be one of dispensing information. High stakes examinations don’t reward teachers and students to do what TLLM wants them to do. Just stick to the examination-type questions and answers. Students, teachers and principals will continue to fear failure.

The MOE must make a clear signal to all. It can’t pretend all the TLLM goals can be achieved as long as high stakes examinations continue as it is today. Even if changes are made to these examinations through the inclusion of project work the way it is done now,with its direct link to the students’ summative evaluation, it will only serve to emphasize that all learning is for the final results at the end of the academic year. Project work should be encouraged not just to see if students can do another type of assessment but more because it is to encourage deeper learning through inquiry. Teachers are not dumb neither are the students. They will see a summative assessment in whatever bottle it appears in.

All the goals stated under TLLM must be accompanied by appropriate changes to the assessment modes. Alternative assessment modes must be used throughout the year rather than on a seasonal basis as it is done today in Singapore schools. The assessment modes should be able to capture the deep learning and understanding that is called for under the TLLM initiative.

It would be nice to hear from MOE how it plans to go about doing all these. Changing the course in education for Singapore involves more than just stating goals. Just how does MOE plan to get there? Right now the clear destination for all teachers, principals and parents in Singapore is to continue holding their course and head for the next end-of-year examinations. MOE needs to reset its compass and chart new routes and take on new supplies if it hopes to get where it wants to go.

It’s the exams, stupid!

Another well-known secret of Singapore’s education system is that schools tend to pack their best teachers to teach the best classes. This practice is so prevalent in Singapore because of one important reason. The Singapore education system is very examination focused. The Ministry of Education (MOE) in Singapore has introduced project work for the Junior College level and alternative modes of assessment recently to reduce the emphasis on examinations.

One wonders where these alternative modes of assessment were placed before they “officially” introduced it. Still despite the introduction of alternative modes of assessment, all parents, teachers and principals know that at the end of the day to paraphrase a Clintonian era catch phrase, “It’s the exams, stupid!” It is the high stakes PSLE, GCE “O” and “A” levels examinations that really count in the Singapore system.

It is the examinations that drive the schools. All teaching is geared to the examinations. Anything else that is added is just pure lip balm. It is the examinations that has caused schools to start programs earlier than the official 7.30 “start” time of schools in Singapore. It is the examinations that has caused the schools to provide extra classes even though the teaching official hours has already been stretched till mid-afternoon. It is also the examinations that drive the lucrative private tuition industry in Singapore.

Is there time to teach for deep understanding in Singapore schools? Just listening to teachers in Singapore, one would know that there almost isn’t any. Teachers almost unanimously moan that they hardly have time to “prepare the students for the exams.” This is a refrain you will hear often from Singapore teachers. What they mean is that they don’t have enough time to “cover” the examinations syllabus, and to drill their students to answer the questions in the examinations. Everything else is secondary. There is no time for students to learn to think. “Just do it” (for the examinations), would be an accurate description of the teaching and learning processes in schools in Singapore. To be sure the government has talked many times about the need to produce workers who can work in teams, learn independently, think and problem-solve. But obviously, these messages have not sunk through into many bureaucrats in the MOE and also the principals and teachers in SIngapore schools. Those in MOE give mixed signals to the schools and the schools are quite happy to remain in their hard-earned area of expertise: preparing students for examinations.
